Sometimes, yes, they do send EUFAm application to INIS for approval. If you have only waited for one month, you dont need to worry because as far as i know some of the applications sent to INIS take up to 1 month before approval. 4.(3)(b) The Minister shall, on the basis of an accelerated process, consider an application for an
Irish visa from a qualifying family member referred to in subparagraph (a) as soon as
possible and, if the Minister decides to issue an Irish visa, the relevant Irish visa shall be
issued free of charge.

It all depends on which country he would be applying from, they have an agenda to make visa applications from Nigeria as difficult as you can ever imagine.
