marrying an ilr holder

hi everyone.

i have a question. if someone's visa application is still being processed and the pass port is still being held by ukba and its been 2 years , what procedures should the person follow if he wants to marry an ilr holder?

can anyone advise please.

Thank you very much for the advice vinny. However i needed advice on what to do regarding the person's passport as ukba still has it. And withot it he will not be able to apply to registrar office.

As suggested above, contact the relevant register office. Ask them if they accept any alternatives to a passport.
