CV and endoresement for under 28 candidates

Hi,
I wanted to ask if we need to provide our CV for under-28 application. The application form doesn't seem to ask for the same.

Again, do endoresements really count ? I mean a referral from your manager or client, do they really have any weightage ?

DONT send the CV- I did and they screwed me over because of it.
