Dependent Visa For Older brother

My brother is 8 years older then me and he lives on his own. How can i sponsor him to come to England permanent. He is Dependent on me due to unemployment and not able to work through some problem.

I really want him to join me in England i am younger but i am working and i know he has great future in England. He is not married but he is 8 years older

What is your nationality and/or what visa do you have?

I am pakistani but on spouse visa my spouse is EU national. my wife is using her treaty right. We live in england
