Visa For Relative Brother (Compassionate Reason)

I really need help on this one.

My friends brother who is 29 years old wants to come to support his sister who is 35 years old. He needs a visa on Compassionate Ground.

The reason is genuine. His sister in England live alone she is recently applying for divorced 2nd time. She has been suffering domestic violence and she dont know anyone in England who would help her in this mess. She is not Well educated she is going through a lot. She cant come to his brother country due to death threats she gets from her husband. She doesn't live with her husband anymore due to Domestic violence. Her father died 15 years ago, She doesn't have a relative around her in England nor she has any kids

Her brother really wants to help her how can he Please put a light on This.

(exceptional compassionate circumstances the following relatives who meet the above requirements may be allowed to join as settled person here:
sons, daughters, sisters, brothers, uncles and aunts over the age of 18; and) Shed light on this one please

He really wants to help her how should he and his sister proceed so that he can be there ASAP

Sister is British Citizen
and Brother is pakistani Citizen

His only option if to apply for a visit visa. The settlement route is, frankly, out of the question.

wow...........It cant be that easy for a brother to directly get (ILR) from overseas... And specially for the reason that his sister is suffering from domestic voilence which is temporary. Brother can indeed come to UK on family visit visa to provide support. Anyway see below:

Besides satisfying the complicated requirement of compassionate grounds you also need to satisfy the below:

You must provide evidence that:

you depend wholly or mainly on your settled relative for money;
you (and any dependants you have) can and will be maintained and housed adequately, without needing public funds, in accommodation which your settled relative owns or occupies exclusively; and
you have no other close relatives in your own country who can support you financially

If your sister can meet the above requirements then may be you should go and apply.

How should he apply for family visit visa . What should he send with applications

You do not need any compassionate grounds to apply for family visit visa.

And if you are asking for compassionate grounds to apply for settlement visa then you and your sister are in best position to identify compassiate grounds not us.
