I wanted to know how we would be having any cost saving here..are you saying that the dependents need not apply along with the main applicant?
If so, how would they get converted to British citizen after an year?

The technical change you refer to has not been implemented. Apparently, this "change" was never supposed to happen and was included in the statement of changes by error - as this communication from UKBA to one of the forum member suggests.
