B2 Visa Interview Reschedule

Hi all,
A very curious situation has occurred and I am hoping one of you guys can help me here. My parents applied for B2 visa on 15 Oct in India. They got the interview date of 31 Oct Mumbai. When they went to interview, the guy there asked a few questions and then asked to reschedule it again after two months. They don't have to repay the fees or anything nor he said that the visa is rejected. They have kept the documents also except ofcourse the passports.
I am struggling to understand what is the situation of the application and why would they just ask to just reschedule?
Anybody else had same experienced?
