Possible to submit Spouse Visa Application from the UK

Just wondering if it is possible to submit a Spouse Visa Application for my wife, who is in Pakistan, here from the UK? I will be the sponsor.

If so, do they accepted scans/copies of any required documents, like her passport, CNIC, Nikah Nama etc.

An application is to be made in the country where the applicant is physically present (and is allowed to submit an application there).
