Switching from psw to tier 2

hello all
I am so confused about this new tier 2
I would like to know if i can switch from my psw to tier 2 if i have a job earning under 20k its not on the shortgae of occupation list
however i dont understand this resident labour market test of if my employer can prove there is no one suitable for my job then yes i can be sponsored
as my employer has discussed the possibilty of sponsoring me but i am not sure if it is possible
as i earn less than 20k i assume i wud score no points for this and hence fall short of the 70 required
Please can some1 shed more light on this

The RLMT is not instead of the salary requirement.
