Are there new rules for ILR and PR?

Hello ,
I got my Tier 1 this year/2011 in April.
I am hearing that there are new rules for ILR and PR for those who got a Tier 1 this year.
Is this true? or does the same rules (as before) apply? - as that of 5 years stay being eligible to apply for a ILR and then on a PR.

If there is any supporting documentation (in ukba site) could you provide that as well please?
