Another private college post....

Hi guys,

A friend of mine arrived to UK on a student visa, 2 months ago. He is attending a "highly trusted" private college. He feels the college is dodgy and not providing the quality education and its not cheap. The course started a month ago, and is costing 5k of which he has already paid about 30%.

Is it possible if he can change to a public funded college?

If Yes, does he need to re-apply for a visa or just inform the UK border agency about changes in the circumstance or does the public college do that on his behalf if accepted?

And also will he need to pay the remaining fee to to the private college?
