If the two full-time employees hired are on a 100% commission based salary, then would that still make the business owner eligible for visa extension?

No. This is covered in section D of the guidance and paragraph 49 of Appendix A in the immigration rules. If you had read the guidance and were still unsure I would be inclined to comment more precisely but asking here instead of reading the guidance is not appropriate to your understanding of these important issues.
