ILR - counting of continuous period

Hi,

I have read somewhere but could not recall that ILR continuous period is counted based on date case worker decides the application (not date of application). if this is true the postal application usually takes long time to decide in ILR case so does that means any shortfall due to delay in arrival in UK may be covered by casewoker?
