Why is the UK Border Agency false advertising? is it legal?

Today I spoke to a lawyer about the spouse visa application, and he said that even though the UKBA website states my wifes country is exempt (due to no English test center present in the country) she may still be required to sit the english test..

So I ask...why put this on the website? Do they enjoy teasing people like me? Do they get some kind of sick satisfaction from getting peoples hopes up?

there is no approved test centre

If your wife is resident in Burkina Faso, then she is exempt from the English language requirement. If she is resident in Ghana, then she is not exempt.
