Hello

Is the EEA family permit a settlement visa?

I assumed it is but looking at the processing times for a family permit in Japan it is in the "non-settlement" table?

The EEA route does lead to settlement eventually (after 5 years in the UK). The table refers to a "settlement visa" which is given to partner/family members of UK citizens or people settled in the UK.
