ICT work visa to Tier1 dependent from UK

Hi,
I am on Tier1 visa and my wife is on ICT short term 1 year visa .
We both are in UK at this point of time.
I just wanted to know can i apply for my wife's dependent visa from UK
itself .

Just to clarify my question can i transfer my wife's visa from ICT to Tier1 dependent inside UK?
