Skills for life (speaking and listening) Entry 1 ok for wife

Hi

My wife has a ESOL Skills for life (speaking and listening) Entry 1, is this enough for a spouse visa's (I am on ILR) English requirement.

She is on tier 1 dependent and I just got my ILR so I think she needs to switch to a spouse visa.
