1. How to apply?
2. How to know AM I eligible?

The Working Holiday scheme is aimed solely at citizens of Commonwealth countries (which are - generally - countries that were, in the past, part of the old British Empire).
Hence the non-appearance of Russia in the list...

So I have no any chances except HSMP for working in the UK?

You could get work permit if you find a brisith company which ise ready to apply work permit for you
