I have lost my degree certificate. However, I have my official academic transcript which states the degree I was awarded and the date it was awarded. Will this be good enough?

Dont risk.
Try to obtain the new one from your university.
Or you can email to HSMP and ask them.
I'm sorry I dont have any other ideas.

try not to apply without degree certificate unless you are sure that it will take long time to get a certificate etc. these guys will simply not recognise anything apart from what they are looking for.
